Ontwikkelingen rond Kamp Zeist: gezinsgevangenis binnenkort in gebruik, detentiecentrum mogelijk dicht

Recente ontwikkelingen rond Kamp Zeist bij Soesterberg vliegen verschillende kanten op. De permanente gezinsgevangenis voor vluchtelingen op Kamp Zeist zal volgens planning ergens eind april of begin mei in gebruik genomen worden.


Het 'reguliere' detentiecentrum op dezelfde plek staat echter op de nominatie om volgend jaar gesloten te worden (1). De gezinsgevangenis zou dan wel blijven voortbestaan, als dependance van het detentiecentrum op Schiphol.

Van een bron bij de gemeente Zeist kreeg AAGU recent te horen dat de gezinsgevangenis rond deze tijd opgeleverd zou worden. Bas Stuij, hoofdverantwoordelijke voor het project bij de bouwer (bouwbedrijf De Vries en Verburg), liet zich afgelopen week, geconfronteerd met een actie tijdens de bouwbeurs Building Holland (2), ontglippen dat het bedrijf inmiddels klaar was op Kamp Zeist.

De daadwerkelijke ingebruikname zou gepland staan eind april of begin mei. In tegenstelling tot de ingebruikname van de huidige tijdelijke gezinsgevangenis zou Justitie niet van plan zijn hier verder ruchtbaarheid aan te geven.

Verrassender was het nieuws dat de Dienst Justitiele Inrichtingen (DJI) voorstelt het 'reguliere' detentiecentrum voor vluchtelingen op Kamp Zeist te sluiten. In het kader van bezuinigingen moeten diverse gevangenissen gesloten worden. DJI heeft hier een voorstel voor uitgebracht, dat nu verder door politiek en bestuur besproken gaat worden. De definitieve beslissing over welke gevangenissen dicht gaan wordt uiterlijk op Prinsjesdag verwacht. Overigens zou volgens de plannen de nieuwe gezinsgevangenis wel in gebruik blijven, als dependance van het detentiecentrum op Schiphol.
De afgelopen jaren zijn al diverse detentiecentra gesloten (bajesboten Rotterdam, Dordrecht en Zaanstad, detentiecentra in Roermond en Heerhugowaard) of van functie verwisseld (detentiecentrum Alphen aan den Rijn werd een gewone gevangenis en is op het moment in gebruik voor noodopvang voor asielzoekers). Het detentiecentrum op Rotterdam Aiport is, in ieder geval tijdelijk, veranderd in een 'gewone' gevangenis, waar de gevangenen uit Alphen aan den Rijn naartoe zijn overgebracht. De resterende capaciteit voor 'vreemdelingendetentie' bestaat uit Kamp Zeist en het detentiecentrum op Schiphol, die volgens diverse berichten beide behoorlijk vol zitten op het moment.
De voorgestelde sluiting van Kamp Zeist is dan ook opmerkelijk. Zeker nu DJI de komende jaren een stijging van 74% in de benodigde capaciteit voor vreemdelingendetentie voorziet (zie dit document op blz. 97). Het lijkt niet mogelijk daaraan te voldoen wanneer alleen het detentiecentrum op Schiphol in gebruik blijft. Het is vooralsnog afwachten hoe de plannen bij Justitie zich verder ontwikkelen.

De bouw van de gezinsgevangenis is zoals vermeld in de laatste fase voor ingebruikname beland. We voegen toch nog enkele bedrijven
toe aan de blacklist van 'detentieprofiteurs Kamp Zeist':

- TES Groep: installatiebedrijf uit Tilburg, dat ook voor onder meer de politie en Defensie werkt;
- Vrolijk en Overgaauw: leverancier van buitenverlichting uit Oss;
- Heras: de bekende hekkenmaker;
- G4S: 's werelds grootste security-bedrijf was jarenlang leverancier van bewakers in detentiecentra, waaronder Kamp Zeist. Inmiddels is de inhuur van private bewakers al weer enkele jaren beeindigd, wederom in het kader van bezuinigingen bij Justitie. Op en rond Kamp Zeist rijden voor algemene beveiliging inmiddels weer G4S-auto's rond.

De gezinsgevangenis op Kamp Zeist is onlosmakelijk verbonden met de zogenaamde 'gezinslocaties', zeven plekken waar gezinnen die volgens de overheid niet in Nederland mogen blijven ondergebracht worden in sobere en intimiderende omstandigheden. Enkele keren per week vinden op deze locaties 's ochtends vroeg politie-invallen plaats, om gezinnen met het oog op deportatie over te brengen naar de gezinsgevangenis.
De campagne 'Geen Kind aan de Kant' organiseert in de laatste twee weekenden van mei een demonstratietour langs vijf gezinslocaties, om samen met de bewoners van deze locaties te protesteren voor een eerlijk en onvoorwaardelijk kinderpardon, en tegen arrestatie, opsluiting en uitzetting van kinderen. De tour wordt afgesloten met een door 'Geen Kind aan de Kant' en AAGU gezamenlijk georganiseerde lawaaidemonstratie bij Kamp Zeist.
Op de website van 'Geen Kind aan de Kant' verschijnen intussen steeds meer verhalen van kinderen en ouders die in gezinslocaties zitten of gezeten hebben en vaak ook in de gezinsgevangenis terecht zijn gekomen.

Recent developments in Kamp Zeist in Soesterberg are heading in different directions. The permanent family prison for refugees at Kamp Zeist will be put into operation as scheduled sometime late April or early May. The 'regular' detention next to it however, is short-listed for closure next year. The family prison is however supposed to continue to exist as a branch of the detention center at Schiphol.

A source at the municipality of Zeist recently told AAGU that the family prison would be completed around this time. Last week, Bas Stuij, primarily responsible for the project at the construction company (De Vries en Verburg), faced with an action during the construction fair Building Holland, slipped that the company was now ready at Kamp Zeist.

The actual commissioning would be scheduled late April or early May. Contrary to the commissioning of the current temporary family prison the department of Justice would have no intention of going public with it anymore.

More surprising was the news that the Prison Service (DJI) proposes to close the 'regular' detention center for refugees at Kamp Zeist. In the context of cutbacks different prisons have to be closed. DJI has released a proposal, which now will be discussed by politicians and policy makers. The final decision on which prisons will close is expected on Budget Day (Prinsjesdag) at the latest. Incidentally, according to the plans the new family prison remains in use as a branch of the detention center at Schiphol.
The last few years several detention centers (prison ships Rotterdam, Dordrecht and Zaanstad, detention centers in Roermond and Heerhugowaard) have already closed or been given a new function (detention center Alphen aan den Rijn became a regular prison and is currently in use for emergency accommodation for asylum seekers). The detention center in Rotterdam Aiport has, at least temporarily, been turned into an ordinary prison, where prisoners from Alphen aan den Rijn were transferred to. The remaining capacity for 'immigration detention' consists of Kamp Zeist and the detention center at Schiphol Airport, both of which are pretty full, according to various reports at the time.
Therefore, the proposed closure of Kamp Zeist is remarkable. Especially since DJI expects an increase of 74% in the required capacity for immigration detention in the coming years (see this document on page 97). It does not seem possible to comply with it when only the detention center at Schiphol remains in use. For now, we will have to see what becomes of the plans at the department of Justice.

As stated, the construction of the family prison arrived in the final stages of commissioning. We're adding some more companies to the blacklist of "detention profiteers Kamp Zeist":

- TES Group: installation of Tilburg, that also works for the police and Defense;
- Vrolijk en Overgaauw: supplier of outdoor lighting from Oss;
- Heras: the famous fence maker;
- G4S: the world's largest security company was for many years a supplier of guards in detention centers, including Kamp Zeist. Meanwhile, the employment of private security guards has ended some years, again in the context of cutbacks in Justice. At the moment, on and around Kamp Zeist G4S cars drive around again for general security.

The prison at Kamp Zeist family is inextricably linked to the so-called 'family locations', seven places where families that are not allowed to stay in the Netherlands are housed by the government in austere and intimidating circumstances. At these locations several times a week early morning police raids take place, in order to take families that are to be deported to the family prison.
In the last two weekends of May the campaign "No Child To The Side' is organizing a demonstration tour at five family locations, together with protesting residents of these locations demanding a fair and unconditional children's pardon, against arrests, detention and deportation of children. The tour concludes with a jointly organized noise demonstration at Kamp Zeist by "No Child To The Side 'and AAGU.
At the moment, on the 'No Child To The Side' website more and more stories appear of children and parents who are staying or have been staying in a family location and often ended up in the family prison.

Er is sprake van starten " aso azc s " voor " onrust stokers " . Daar bij word in de media alleen als voorbeeld gegeven geweld plegers tegen homosexuelen in reguliere opvang asiel zoekers. Maar er zijn bijna geen homosexuelen onder asiel zoekers in Nederland er word voorgesteld als of het getalsmatig om een enorme groep homo s gaat. Homosexuelen zijn altijd een kleine minderheid. Hoe word voorkomen dat asiel zoekers die terecht klagen over slechte omstandigheden enzv. voor straf naar een aso azc worden gejaagd kortom ? De criteria op basis waar van iemand naar een aso azc moet zijn vaag in de media. Bijv. word er het woord " onruststoker " gebruikt. het Assad regieme weet wel raad met " onruststokers " dat is een van de redenen van de enorme stroom vluchtelingen. Er moet worden voorkomen dat vluchtelingen die zich kritisch opstellen met name over asiel beleid en woonomstandigheden asiel procedures en dergelijke worden afgeschoven naar aso azc s.
